墨西哥清关，一直是旅墨华商的一个痛点，在墨西哥的大部分华商，应该都经历过各种麻烦的清关问题。在此，我们普及一下基本的一些清关流程，希望对大家有所帮助。    

       从中国出口开始。    

       出口的第一步，首先是要找一家货代，确定船运公司及预订仓位。然后要有一家出口公司（自己拥有或者委托），**出口相关手续。如果不需要做退税，一般可以委托货代公司操作所有出口手续，由货代公司找出口代理公司买单出口。所有的这些手续，对于墨西哥清关来讲，较重要的是提单，其它操作，包括国内报关价格等，都只限于国内使用，中国海关并不会向墨西哥海关开放数据。提单上面，关键的信息是发货人（出口公司）、收货人（进口公司）以及件数，这些信息不能有差错，必须跟实际相符。

装柜之后，一般在3-7天可以正式起运，开船后一周内，一般可以出具提单。提单尽量电放，不建议拿提单原件，提单原件需要寄送，存在丢失的风险，一旦丢失，问题比较严重，需要复杂漫长的**流程，才能补提单，会产生高昂的滞留费用。     当然，在装柜之前，你先需要确认好墨西哥的进口公司（收货人）。很多华商在中心区做批发生意，可能并没有自己的进口公司，这时候，就需要委托第三方进口公司进口。一般批发贸易华商，所接触的所谓清关代理，其实大部分都是代理进口公司，并不是真正的海关代理（海关代理，一般不提供代理进口业务）。代理进口公司，也是货物**上的所有人，所以请务必小心选择。如果你拥有自己的进口公司，那你可以直接联系海关代理（Patente）**进口手续，这时候，你需要拥有一些海关方面的知识，海关代理（Patente）一般只是做文件的转达及提交，不太给具体的报关建议，你需要熟悉相关**法规，自行**包括认证、卫生许可及商业**（核定报关价格）等，然后委托海关代理（Patente）报关。

集装箱起运之后，一般18-25天，可以到达墨西哥港口。来自中国的集装箱，主要目的港一般是Manzanillo，也有部分到Lazaro Cardenas，但一般建议都选择Manzanillo（国内定柜的时候，跟货代确认），如果你的货物目的地是墨西哥城，可以选择火车或者卡车运输，鉴于现在铁路线路的安全形势，一般建议尽量选择卡车运输，从近几年的情况看，卡车运输安全上更有**。     如果选择卡车运输，报关操作都是在Manzanillo港口海关完成，如果选择火车运输，可以在Manzanillo港口报关，也可以等到运往墨西哥城、在Pantaco海关报关。一般建议，尽量在Manzanillo港口报关，Pantaco海关吞吐量相对较小，被检查及出问题的概率相对较高，基本上较大规模的海关代理，都是在港口报关，很少在Pantaco报关，Pantaco报关行，规模都较小，操作不太规范。当然，优势也有，在进行一些不规范操作的时候，Pantaco可能会相对更方便。

一般，在集装箱到达港口的时候，海关代理（Patente）需要对货物进行预检。这个操作来源于墨西哥特殊的**规定，墨西哥海关法规定，如果进口公司虚报，海关代理（Patente）和进口公司，需要承担同等**责任（甚至刑事责任），所以，海关代理为了保护自己，会对货物进行预检，确保所有货物符合海关**要求。预检有可能会产生货损，并且会拖慢整个清关流程大概2-5个工作日。为了避免此类问题，我们采用了中国装柜预检的方式，通过我们的中国办事处或者委托的第三方验货机构，在中国装柜的时候，做预检及资料采集，这样就避免了在墨西哥开箱预检。       一般海关代理，是在预检完成之后，才会开始检查报关资料，对产品进行分类，确定海关编码，并依据商业**，核定税费。这个过程，一般需要2-5个工作日。分类税费核定完毕，就会通过海关系统进行申报并交税。申报交税之后，需要向海关申请出关，这时候海关系统会对所有集装箱进行自动抽查，另外，有时候海关也会进行额外专项检查。被抽查到的柜子，就是所谓的红灯检查，集装箱会被拉到*的红灯检查位置，海关会把所有货物全部卸下，根据报关文件逐一检查。检查项目，一般为海关编码分类是否准确，有没有仿冒产品，有没有NOM认证以及报关价格是否偏低等。红灯检查，一般会导致柜子拖延2-7个工作日，如果检查出问题，会拖延更长时间，甚至几个月。海关报关方式一般有两种：A1和A4。A1是常规方式，A4是保税进口方式。如果采用A4方式报关，在红灯检查环节，就不会检查报关价格是否偏低。另外，A4方式报关，税费并不在申报出关的时候缴纳，集装箱出关之后，先要进入保税仓，然后在保税仓出关时，再缴纳相应税费。    

       海关检查一切顺利，就正式出关了，对于A1方式报关的柜子，就可以直接送到客户库房，对于A4方式报关的柜子，还需要进入保税仓，然后再从保税仓送到客户库房。    

       墨西哥海关，各项**法规完善，检查严格。在墨西哥经商，请务必尽量多的了解一些海关知识，尽量按照**法规要求进口，不要有侥幸心理，常在河边走，哪有不湿鞋，一点小问题，都可能造成巨大的损失。很多时候，海关的处罚可能并不严厉，大的问题是时间。墨西哥海关办事效率低下，各种检查及问题处理，往往耗时几个月，这时候，会产生很多滞留费用。滞留费用主要两块，一是港口仓储费用，二是船公司收取的滞箱费，两个费用合计大概要200-260美金一天。
